What I hear Anders saying is there is a need to provide traceability. For each pattern there needs to be the ability to determine why/who failed, not just a failure.

The specificastion has to map to the legal requirements; the UN model makes the most sense as many (most?) governments are behind the curve and when pushed will probably adopt the UN model.
