ebBP 3/28/2006: TC Process for Committee Specification

As far as I can tell via the TC process, there is no period of notice 
for a Committee Specification vote. The electronic vote initiated by 
OASIS Administration must be a minimum of 7 days (which is what we 
preferred in quorate vote today).  The vote has to be publicly 
announced. In order to succeed, the ballot must achieve a Special 
Majority which is 2/3 of the voting membership (6). There can be no more 
than 1/4 'no' votes of the voting membership (2.25).

As soon as we get a response from OASIS on the namespace, the documents 
can be updated and the request made officially with OASIS.
