This message explains changes being made to the OASIS TC public comments facility, as referenced in the OASIS TC Process document [1]. The change will require that you re-subscribe to the TC comment lists, as described below. In 2006 Q1, OASIS began to experience a dramatic increase in spam flowing to the TC comment list subscribers and into the TC comment list archives. Accordingly, OASIS Staff has designed a plan to retire the "Send a Comment" web form interface that currently provides TC non-members a facility for sending a comment to any TC [2]. Instead, all feedback and input to a TC will come directly through a TC's comment list, for which subscription is required. This plan has been reviewed by OASIS management, including members of the OASIS Board of Directors, and by the TC Chairs [3]. Since feedback to a TC is subject to the terms of the OASIS IPR Feedback License [4], now presented in connection with the web form interface, the new "email only" comment mechanism requires that subscribers to any comment list confirm their agreement: they need to (1) acknowledge that postings to the comment list will be publicly archived and (2) agree to the terms of the OASIS Feedback License in connection with feedback posted to the list. This agreement will be incorporated into the list subscription process. In order to satisfy requirements for OASIS record-keeping, all current subscribers to TC comment lists will be un-subscribed as of about July 20, 2006. So as to comply with current TC Process, Chairs and Secretaries will be re-subscribed automatically to their TC's comment list; all others must individually initiate re-subscription to register consent to the applicable terms. Some of the changes described above are being rolled out now. Once the new web page [5] for each TC's "Send A Comment" interface has been installed and all current comment list subscribers un-subscribed, we will send you a followup email message reminding you to re-subscribe to the TC comment list, should you elect to do so. We will provide the appropriate email "subscribe" URI(s) for your convenience. Further work is planned to enhance functionality of the TC comment facility, including purging of spam from the the comment list archives. Thank you for your patience and cooperation as this change is effected. We regret the inconvenience created by the need to re-subscribe, but hope for your agreement that stopping the flow of spam via the web form warrants taking this action.
