Kevin, This is a great start. I'll let you know if I have any questions about the figure. As to your questions: 1. It is probably reasonal to decide at least as a stake in the ground that the being-inquired party supplies the NCPA. However I believe that is an arbitrary decision and could just as easily be the inquiring party. What we don't want is for both parties to supply NCPAs because then we have to resolve that race. 2. Yes, since the CPA template implies (mostly) take-it-or-leave-it situation, it should come from one party. Again, it's arbitrary which one but we want to avoid a race condition. I will say that it is the being-inquired party that supplies the CPA template. I think it's OK for party to publish both a CPP and a CPA template but then there is the problem of who finds which one. A better solution may be that a party publishes only a CPP but after being contacted may then send a CPA template. Both of these are good food for discussion at the F2F.
