[ebxml-cppa-negot] New draft of requirements document

Here is the latest draft of the negotiation requirements document, updated
for the Jan. 18 conference call.  As ususal, there has been some additional
reorganization.  Please review all changes.

I have not yet incorporated anything from Kartha's review of Duane
Nickull's 2/2001 proposal.  We need to discuss this on the next call.
