[ebxml-cppa-negot] Template for Specification

I have attached an early version of the negotiation specification that I am working on. This will give you a view to the structure of the document. The structure is based on the structure of the CPPA specification.

I copied a lot of non-technical material that applies to negotiation from the CPPA spec.

Most of the technical content is raw material that needs to be converted to prose, augmented with much more than is in the document now, and made consistent with our work in progress. Statements in bold italic caps point out some work that is still to be done on the spec.

I am continuing to review the material that accumulated in the past year and put useful information into this document. I will then start writing the material that is ready to be completed.

Our major work items remain the NDD, negotiation messages, BPSS instance, and negotiation CPA. Those chapters will remain almost empty until we can insert the results of those work items into them.

I will use the Requirements document as the source of most of the material that we need for sections 3, 4, and 5.

I copied appendix H from the CPPA specification (appendix E). The only changes I have made so far are to change a few places where it says "this specification" to references to the CPPA specification. This appendix contains a lot of material which is normative for the negotiation specification. I will extract that material and put it in the appropriate chapters. We will then have to decide whether the material that remains in appendix H should stay in the negotiation specification (and be removed from the CPPA specification) or be replaced by a reference to the appendix in the CPPA specification. If we do the latter, we should update the appendix in the CPPA specification to eliminate the negotiation-specific material that will be in the negotiation specification.
