NBPSS 0.10 BinaryCollaboration/Start/@toBusinessState inconsistency

Hi everyone

Inconsistency in BinaryCollaboration/Start/@toBusinessState

First BinaryCollaboration (CPA Negotiation BC) has Start element:

  <Start toBusinessState="CPA_Offer_BTA"/>

Second BinaryCollaboration (CPA Negotiation Counter Offer BC) has Start
element:

  <Start toBusinessState="CPA Counter Offer 1 BTA"/>

First uses IDRef whereses the second uses name referencing.

Suggestions change from "CPA Counter Offer 1 BTA" to
"CPA_Counter_Offer_1_BTA" but I am IDRef biased ;) Or adding both name
and IDRef.

BPSS 1.01: Start element has toBusinessState and toBusinessStateIDRef
attributes
BPSS 1.1: Start element has toBusinessState type xsd:string and
toBusinessStateIDRef. Further it has a nameID of type GUIDREF??? Guess
that should be GUID.
