Reviewing the schemas.  The EML Ballots schema.  The AuditInformation section should be extended to allow tracking of paper ballot printing - to include such items as date/time submitted to printing process, printing process ID / location, and then date/time printing confirmed.  Allow for multiple entries - since printing may retry or be routed to alternate device(s).  Reference the ballot printing format layout should also be retained.

Then - a schema is needed for ballot printing itself - describing the layout.  This may be best done by combining existing tools - such as XDF, XForms, xhtml, OASIS CAM, and such, and particularly in regard to the need for multi-lingual formatting.  This could be a simple referential link or actually include the layout inside a CDATA [] inclusion.
