I wish it were that simple! ; -)
 
Closer inspection of the policy - as has been done by OSI - reveals issues with the wording.
 
I'm not a lawyer - but I do feel uncomfortable adopting something where there are known issues from a potentially large constituency  of implementers of our specifications.
 
I can go back and find the specific link to the objections that OSI have to the new OASIS RF policy.  Since OSI  are probably one of the fore most authorities on what Royality Free licensing consitutes - we certainly need to understand the issues better before adopting something that conflicts with the current OSI license models.

The RF mode is the royalty-free mode, David... which would allow for
free and open source software implementations and uses of EML. -Joe
