Omissions and errors are hopefully in scope.  
 
What I'm seeing is my splurge of comments actually boil down to just incremental tweaking and refinements - adding elements / attributes here and there - and clarifying use.   If we were adding a whole new chunk of something - that might be of concern - but my sense is we just need to enhance what we have already.
 
The point is anyway - that this is your first 60 day public review.  You need to go through that regardless - so little point in stopping unless catastrophic gaps were being reported.  Then once you get that completed - you can do another 15 or 30 day review on changes and amendments resulting from the first review.
 
I do feel we need these items to ensure we have the US use cases covered in enough depth for initial implementations targetting the 2008 election season.

Your recent splurge of questions potentially raises issues of whether we can proceed with the current Public Review of v5 or whether we should stop it, add your new requirements and restart the process.  I'm not sure we can add new requirements identified during the Public Review, only correct errors to the published version.  So how important are all these proposed changes or can they wait until the next version?

In many reporting and auditing needs - the percentage is preferred rather than a number - so that comparisons can be made.
 
The VoteGroup looks a good place to add a <Percentage> element (repeatable) and then associate with it a Type attribute - so people can use it to record whatever computed percentage reporting they need.
