Neal,

Please realize that it is almost impossible to create formal guidance here.

Typically however - companies will use these statements as part of their marketing
and product literature with customers - so new capabilities are the ones they will
be looking to provide.

But it is equally possible someone may be looking to show solid continued services
that have not been displaced just because the schema in use are newer ones.

And bear in mind what OASIS is also wanting is the indication of confidence and
support from member companies - that they are behind the TC's work.

And just FYI - the company does not actually have to be a member of the TC - but
an OASIS member - I had Nortel validate one specification for a TC I was a member
of - and they starting using the standard - but had not contributed to it at all.

For example the State of California would be another example for us.

Really?  So any standard that is backwards compatible can be marked as "implemented" just because the same folks still implement the old bits?  If so that would seem..... well I'll hold off for now.....
