There is currently work underway to harmonize the format of all the geospatial elements used by EM-TC specifications to use an OGC profile.  The first spec to incorporate this will likely be EDXL 2.0 with CAP and others to follow.  When EDXL 2.0 goes out for public review, likely in the near future, I encourage you and others to take a look and send in your comments.
