That's the best practice and it will make 
registration a lot more straightforward. 
This is OASIS work and should use OASIS 
namespaces.  Why would that be a problem?

As to URL vs URN:

1.  URNs can be dereferenced by catalog lookup, 
so if there is no need for it now, one can come 
back and add that.

2.  If one uses a URL, be a good sport and put 
SOMETHING at the location it points to.  RDDL 
is useful.  If not that, just a page that says 
"Nothing useful here."  It isn't required but 
because of the web architecture, it is sporting.

It would be much more appropriate for
the CAP namespace to be identified within a scope that has at least
the same persistence as the organization that defines CAP. Thus, a URI
from within the domain of URIs or URNs that are managed by OASIS or
some similar organization would be most appropriate.
