Subject: [OASIS Issue Tracker] Commented: (EMIX-3) 2.2.2 - The CAISO markethas a three part bid that includes start-up cost and min load compensation. They can't be taken separately.

Edward Cazalet commented on EMIX-3:
------------------------------------

The commenter is correct in that the model does not explicitly support bid curves such as currently in use in ISO/RTOs.
A bid curve is a set of bids (or offers) to buy or sell a quantity of energy at a price. For a generator the bids describe a curve with monotonically increasing price for each segment of the bid curve.
One can think of the bid curve simply as a set of bids/offers each described by the emix price information model. The CIM model provides an example we can perhaps follow.
3.	2.2.2 The CAISO market has a three part bid that includes start-up cost and min load compensation. They can't be taken separately.
See also my comment on EMIX Issue 2.

The commenter is correct in that all ISOs/RTOs use three part bids (including bid curves as discussed in Issue 2.) The reason for this complexity is to allow the ISO day-ahead, hour-ahead and real-time auctions to centrailly commit and then dispatch generating units. Typically (but not always) these are fossil fuel generators. The bids are actually even more complex as they also must consider ramp rates as pointed out in EMIX Issue 8. Min down time, number of starts etc. are other constraints in the bid.

Combined cycle fossil generators have forbidden operating zones and different behavior in various zones of operation.

Hydro, pumped storage, batteries have different characteristics.

The CIM model considers such complex generators bid and is a source of information for this work.

One question is how much this belongs in Energy Interop vs. EMIX?
