Is the purpose of this excercise to create a standard Calalog format or to create standard Catalogs? I would have thought both, which means that you must assume some control over what the catalog entries are going to be compared against. If you want to be fully interoperable with SAX, then it would be appropriate to require URIs to be resolved.
