I was thinking about this sentence more:
"An external identifier that is addressed with the ftp: protocol, for
example, is not accessible to a tool that does not support that protocol. "
and I think that "identifier" can't be "addressed" in this context.
Perhaps the following formulation is better:
"An external identifier is addressing resource available with the FTP
protocol, for example, and this resource is not accessible to a tool
that does not support that protocol. "
or alternatively:
"An external identifier that uses the ftp: scheme in URL address, for
example, is not accessible to a tool that does not support that protocol. "
The latter is may be more close to initial intention.
But I don't hold strong position on this as I'm for sure the least
capable English speaker on TC.
