TC.projectplan.txt: Not Found

I get an error when I go to:-

Is there any good reason why these documents are made available as plain
text rather that HTML? I think that HTML has a number of inherent
accessibility features (navigation, multimedia to enhance comprehension,
links etc.) that make it ideal for these kinds of situtations, and yet we
have to put up with plain text... we're not the IETF, y'know.
