Very
interesting reading. The position of the US is weakened by the overall
us-vs-them
tone
of the US analysts. Note that current events will strengthen the position
of Japan and the EU with
China poised to play the wildcard. With an
analysis such as this online, the NGOs are able
to
ascertain that the US strategy will be to fix agreements prior to the meeting
and this
will
heighten the mistrust. Transparency may only exacerbate the
situation. If it
is
likely that the next round will go badly, the dominant players can create a
pre-conference
in
which all players have some stake. If the US relents on labor and
environment openly,
it
gives up the moral high ground publicly and is revealed to be only concerned
about
sustaining it's economic leadership over the welfare of
the third world people. This
plays
to China's strengths, so unless a private agreement about how to manage
them
is in place with China and they can be trusted, it is a dangerous strategy.
The
simplest strategy in the short term is to reduce the use of deliberate
miscommunications, which the analysis notes, but that
should be the main
strategy, not a side-effect or a
subtext.
HumanML will not be very helpful here unless a
micro-analysis of communications
is
needed, and even then, it will be difficult to do in real-time.
However, what
you
are asking for is a short-term solution and that can be done as you suggest
and
will work toward exposing the deliberate use of miscommunication to delay
the
GTO processes. The US is advised that this is a two-edged sword
and
given its own ubiquity, any use of such tactics on its own part will also be
revealed and paid greater attention than any other
player. Good for the goose,
good
for the gander.
A
challenge, indeed.
