Rex:

* "Scope" should also include a statement about what is out of scope.

* "Applications" is not a valid section head in a charter, though the 
paragraph under that heading may be useful perhaps under Statement of 
Purpose(?).

* You should also delete the line "The archive for previous discussion..."

* Under "List of Deliverables" you should delete any deliverables that 
have already been completed, and change any dates before the present. 
Does the TC intend to progress any of these to OASIS Standard approval? 
You may want to state that.

* You also need to add sections for "Audience" and for "Language" (see 
the required items for charters at 
http://www.oasis-open.org/committees/process.php#formation)
