One of my major outstanding issues, related to this topic, is how to get
AppliesTo in there as the default/common case. Either we need expanded use
of WS-SP for non-STS RPs or we fix the tag, but we need something.

The problem with the IdP-only approach that bakes "require AppliesTo" into
the card is that the selector then mis-applies the delivery location as the
identifier of the RP, which are not at all the same thing.
