Title: Criteria for inclusion of elements in the ECF core specification

ECF TC:

One of my tasks was to define some criteria for the inclusion of elements in ECF.  Please review and comment on the following draft language for insertion into the next version of the specification:

Elements in the ECF core specification, whether in common, case type-specific, or court specific messages, should be generally useful to a case management system for purposes of filing review, docketing and/or court administration.  That is, elements in the core specific should be useful as “filing metadata” about the case, filing, parties or documents, regardless of whether the elements are also “filing data”, or the contents of the filings.  For instance, all information on a filing cover sheet can generally be considered as filing metadata although most or all of that information is also repeated in the documents being filed.  Elements in the ECF common messages should be applicable to a majority of courts and a majority of case types.  Elements in the ECF case type specific message should be only applicable to one case-type or a minority of case-types but not generally to most or all case types.  Elements in a locally defined court-specific should be only applicable to a one court or a minority of courts but not generally to most or all courts.  All “filing data” elements should be described in the filing documents whose structure is outside the scope of the ECF specification.
