Title: Criteria for inclusion of elements in the ECF core specification

My comments are shown in blue on top of Roger’s changes below.  My concern about “court administration” is its broad nature which we could fix by attaching definitions, but my thinking is that is it meant for information specific to management or processing of the case being filed.  I substituted “case management”.  I also suggest removing the “common” and “uncommon” terminology, simply allowing for specifying a particular case type or particular case types.

I have edited the paragraph (below, showing changes in red) in hopes of increasing the clarity of the distinctions you are making. (I am, after all, the TC’s Editor.) The result is below. If I have changed the meaning, that would be because I did not understand the point being made. I used underscoring to distinguish the three types of message being discussed (common, case-specific, court-specific). I also thought it may be best to get away from concepts like “majority” (= 50% + 1) where it seemed you intended the “generality” of courts, etc. I hope these changes are on track and help clarify matters.

One of my tasks was to define some criteria for the inclusion of elements in ECF.  Please review and comment on the following draft language for insertion into the next version of the specification:

Elements in the ECF core specification, whether in common, case type-specific, or court-specific messages, should be

generally useful to a case management system for purposes of filing review, docketing and/or court administration[Bousquin, Terrie] other processing steps for the case on which the filing occurs.  That is,

 elements in the core-specification should be useful as “filing metadata” about the case, the filing transaction, parties or documents. regardless

 of whether These elements are may also be “filing data”, or the contents of the filings.  For instance, all information found on a filing cover

sheet can generally be considered as filing metadata, although most or all of that even if the information is also repeated in the

document(s) being filed.  Elements in the ECF common messages should be applicable to a majority of most courts and a majority

of case types.  Elements in the ECF case type specific message should only be only applicable to one a particular case-type or a minority of uncommon

 case-types[Bousquin, Terrie] ., but not generally to most or all common case types.  Elements in a locally-defined court-specific message should be only be applicable

 to a one particular court or court system a minority of courts but not generally to most or all courts in general.  All “filing data” elements should be described in

the filing filed documents, whose structure is outside the scope of the ECF specification.
