ECF 4.01 and UBL 2.1

 

The newly approved OASIS standard Electronic Court Filing, version 4.01 identifies UBL (Universal Business Language Version 2.1 30 May 2011. 30 May 2011. Committee Specification Draft 02 / Public Review Draft 02. http://docs.oasis-open.org/ubl/prd2-UBL-2.1/UBL-2.1.html) as a Normative reference.

 

Currently UBL 2.1 is in a 60 day public review, which began Aug. 16, 2013 and concludes Oct. 15, 2013.

 

The UBL2.1 normative reference is the ‘Public Review Draft 02’. The URL provided in the normative reference in ECF 4.01 is still available. This UBL 2.1 Public Review Draft document states the following:

 

3. UBL 2.1 Schemas

The UBL 2.1 XSD schemas are the only normative representations of the UBL 2.1 document types and library components.

 

Then in section 3.2, this UBL 2.1 Public Review Draft also includes:

 

3.2. UBL Common Schemas

The xsd/common directory contains schemas referenced by the document schemas in xsd/maindoc. Elements defined in the common schemas constitute a library of reusable business data components from which the UBL document schemas are assembled.

The name of each schema file together with a brief description of its contents is given below.

3.2.1. Reusable BIE Schemas

CommonBasicComponents

xsd/common/UBL-CommonBasicComponents-2.1.xsd

The CommonBasicComponents schema defines the global Basic Business Information Entities (BBIEs) that are used throughout UBL, serving, in effect, as a “global BBIE type database” for constructing documents. BBIEs are the “leaf nodes” of UBL documents, corresponding to individual data fields in traditional printed business forms.

CommonAggregateComponents

xsd/common/UBL-CommonAggregateComponents-2.1.xsd

The CommonAggregateComponents schema defines the Aggregate Business Information Entities (ABIEs) that are used throughout UBL, serving, in effect, as an “ABIE type database” for constructing the main documents.

It is the UBL 2.1 CommonAggregateComponents that is of greatest interest to ECF since this schema is referenced in the ECF-4.0-PaymentMessage.xsd, ECF-4.0-Fees CalculationResponseMessage.xds and ECF-4.0-PaymentReceiptMessage.xsd.

 

The version of the UBL 2.1 CommonAggregateComponents schema normative to the Public Review Draft 02 is not identically the same as the schema in the current UBL 2.1 Public Review.

 

 

·         Is it correct for an OASIS standard (e.g. ECF 4.01) to make normative other standards that are not yet approved or finalized?

 

·         Once UBL 2.1 is approved as an OASIS standard, will ECF need to approve a new ECF version (e.g. 4.02) that makes the OASIS approved UBL 2.1 a normative reference?
