Thanks to Scott and Patrick for citations to CLML.  As it turns out,
CLML for (UK) legislative information has a lot in common with
Akoma Ntoso XML, which has been used to structure the U.S
Code [1]

Both Akoma Ntoso XML and CLML address the issue of uniform
approach to the structure of legal/legislative citation, which may
become relevant in a new (proposed) OASIS Technical Committee,
"OASIS Legal Citation (Legalcite) TC", as reported yesterday [2].

As described by John Sheridan [3], Jeni Tennison, and others,
CLML makes use of the "Functional Requirements for Bibliographic
Records (FRBR)" specification, and European Legislation Identifier
(ELI) and Case Law Identifier (ECLI) designs;  It also features an
innovative addressing scheme for fetching legislative information
in various "formats" by appending elements for XML, RDF, and
Atom to the base URI.

Example: add "data.xml" or "data.rdf" or "data.feed" to the base
URI reference, per B-D
