Sorry for the confusion.  We don't control the Wikipedia page, but if we did I'd suggest the best link for them to have is this one:

https://www.oasis-open.org/standards#opendocumentv1.2

ODF 1.2 is published in 4 documents, a master table of contents and three numbered "parts".  It sounds like you downloaded the table of contents, but not the following parts, where the real meat of the specification is.  Each part is available in ODF, PDF and HTML format.  There are also a set of associated schema files.
