One factor might be getting the <table:covered-table-cell> element(s) that should under fit the covering cell to work out properly.

Oh my, I see a copy and paste error between ODF 1.2 Part 1 sections 19.676 and 19.678.

Is it clear that there is no covered cell at the same position as the cell that spans over more than one row and/or column?  (That is, the spanned area of single cells is tiled exactly.)

Is it also the case that the covering cell is always the upper left corner (least row-column coordinates) cell of the spanned area?

I assume it has to be, although ODF 1.2 doesn't say so.

This is correct behavior by LibreOffice. Cells that are merged, that is, they 
span more than one column or row, may only have value '1' for number-columns-
repeated.

I do not know why this limitation is in place.
