I think you make the case very well,
"..the metadata mechanisms we specify should
not care how the metadata populates the document, whether manually entered
or automatically generated."
The question then is, is this an obvious statement that goes without
saying, or is it worth putting as a use case so it will be a criterion
against which we evaluate implementation proposals?
