Well, one way and it may not be the best way but I will suggest it as a 
discussion starter:

If an attribute appears on a style:*-properties element, then even if it 
appears on a non-style:*-properties element, it appears only in Chapter 
19. That is we make the choice to simply place such attributes in the 
formatting attributes chapter.

Quite possibly, depends on how we settle the question of how to 
distinguish a "formatting" property from any other property.
