The attribute is not about recording a focus. It is about controlling focus behavior, and storing the setting that do control the focus behavior.

But I would not say that an XML element in an ODF document can have the focus. Only the control that an ODF application displays somewhere because an XML element in ODF document tells it to do so can have the focus.

Which means: the original 

"The form:focus-on-click attribute specifies whether a form button control should grab the focus when it is clicked with the mouse." 

sounds indeed better to me. But maybe we should replace the "a form button" with "the form button", because it is not any form button, but the one of which the "form:focus-on-click" is an attribute.
