This particular case is an useful test for differentiation of the notion of a constraint, the violation of which is considered an error, and a limitation of OpenFormula definition where cases outside the definition that do not violate constraints are something that OpenFormula is silent about.

One can then say something about whether behavior outside the OpenFormula definition limitation is implementation-dependent or implementation-defined.  We might need to square this with what we actually require (if much of anything) when a constraint is not honored.

Finally, syntactic constraints/definition-limitations might be different.  If a syntax is specified, it is normally considered a constraint.  If it is only a limitation on which a function or operation is defined, we have the interesting problem of whether there are strings that are forbidden and there are strings that are not forbidden but there is no OpenFormula definition for their interpretation.  

We need to declare ourselves on these matters in some consistent way.
