We discussed this on the last OpenFormula SC call.

There was no consensus.

The discussion was between (1) allowing pretty much any arrangement of the letters for Roman Numerals (the computer programmer approach to this kind of problem) or only explicitly allowing those forms that are produceable via ROMAN and either (2) not defining what happens in other cases or (3) constraining other cases to be not allowed.   I also don't know what we should say about occurrence of characters other than I, V, X, L, C, D, M and whether upper and lower-case variations are allowed (and intermingled, I suppose).

There was discussion about the classic and other variations, and these are described in the descriptions of ROMAN and ARABIC, although I find the description of formats 0,1,2,3,4 difficult to interpret without very careful reading.
