Yes, 3.11.6 Basis covers the number of days in a year, but that doesn't solve the leap year problem for Basis 1 (actual/actual) here.

I also remember we had some discussion about leap years in date calculation on the mailing list,but IIRC that was related to DAYS360 or DATEDIF, would have to dig out. DAYS360 does define the algorithm for leap years, DATEDIF does not (missed to add the result of the discussion?).
