Michael, I checked the changes in OpenDocument-v1.2-part3-cd1-rev02-editor-revision.

I am satisfied with regard to my concern about when a manifest.rdf SHALL be present.  Section 2.6 is now clear about that.

** SUGGESTIONS **
In the second paragraph of section 2.6, the text reads as if there is a single manifest.rdf for all "metadata" files in the package.  In section 5.1, it is clear that any subdocuments have their own manifest.rdf files.  
  This needs to be cleared up.

In section 2.6 the unqualified term "metadata" is used.  I think we should say "RDF metadata" in every instance.  (It is not clear to me what in particular has a file of RDF be a file of RDF metadata, but that is at least more specific than "metadata" without qualification.)
