The reason we are not referencing to a source is, that there is no source that qualifies to be referenced by a standard document as this. For instance, the OpenOffice implementation oriented itself on the W3C Working Draft http://www.w3.org/TR/1999/WD-i18n-format-19990910/
If you find a valid reference, we can consider the addition.
From my experience detailed layout was never part of the ODF spec. Nevertheless Kumimoji or Warichu become quite obvious when someone searches for them in the Internet (see W3C WD above).
