-1 on the current resolution.

I despair that there is no semantics whatsoever for <db:forms>, <db:reports>, and their constituent <db:component>s and <db:component-collection> and how those constituents might be constrained to suit those purposes.  I am also curious how and when the db:as-template attribute is useable with the <math:math> case.

However, perhaps the commenter is simply derailed by the "which can", a clause that, in ISO normative language, merely expresses a possibility in what is essentially a circular definition at best.

I suggest that the following changes be made:
