We need to be careful.  I am not confident there is a way in the syntax to specify an empty string.  Doubling the quotation marks might create problems elsewhere.   

I concede that there is not a clear syntax for strings in table:condition and style:condition (any more than there is for value).  Maybe that is what we need.  

I think that is why OFFICE-3491 needs to be resolved so there is a predictable way to recognize strings and numbers separate from what formula evaluator is used for anything more complicated.  That or we use the formula evaluator for any value-pattern parameter.  Either way, we need to get clarity.
