Bob Weir faithfully copied out some text I sent about statements
of use (below).  Upon inspection, I note that I failed to capture
one requirement from TC Process Section 3.4.1, so I have provided
an updated exemplar of a minimal statement that I think qualifies.
It includes explicit reference to the CS approval date.
