According to the proposal:
In section 19.509 <style:rel-height> append after "The interpretation of percentage values depends on":

	In case style:rel-height-rel 20.x is present, then the interpretation of
        the percentage value may not depend on the anchor, see the possible values of
        style:rel-height-rel 20.x for details.

This would insert a sentence inside another sentence:

 The interpretation of percentage values depends on (INSERT HERE?) the anchor of the drawing object. If the
anchor for the drawing object is in a table cell, the percentage value is relative to the surrounding
table box. If the anchor for the drawing object is in a text box, the percentage value is relative to
the surrounding text box. In other cases, the percentage values is relative to the width of the page
or window.

Even if the text would be after 'drawing object.' We would have an inconsistent paragraph that on one hand states that the interpretation depends on the anchor location and then that it may not depend on it. This clearly has to be formulated differently.
