That is easily to be confused with the existing <style:rel-width> and <style:rel-height>. If you do not like that there are two "rel" in rel-width-rel, perhaps rel-width-base is better?

I agree with you, that "layout-environment" is not precise enough. It does not consider sections, not page or section columns, and it does not consider what CSS2.1 calls "content area" in its box model,  8.1 Box dimensions, http://www.w3.org/TR/CSS2/box.html.
