I have a response from Murata-san in Japan. He states that, during translation, they found many change tracking clauses that "were not understandable". He references Doug Mahugh's blog post from 2009 about poor change tracking interoperability (http://blogs.msdn.com/b/dmahugh/archive/2009/05/13/tracked-changes.aspx) and states: "We complained because we know that change tracking of ODF has caused real interoperability problems (as demonstrated by Doug) and that OASIS has recognized problems and planned wholesale reengineering. We think that it is honest to admit problems and future plans."

It's a little difficult to establish what best to do here - I don't really like Japan's proposed solution of adding a blanket clause declaring element interactions in 5.5 implementation-dependent, but perhaps we could add an informative note stating that there were known interoperability issues regarding tables and deleted text?
