[OFFICE-1148] regression curve

Hi members,

I have looked into the document, which Michael mentioned in 08/Dec/15.

Besides a lot of formal and structural problems (which I have skipped 
here), there are some problems in content.

I have added my thoughts as comment to the document.

I think, the proposal is not yet suitable for voting. The proposal needs 
to be revised. I can help in that, but first need your feedback. So 
please have a look and comment and extend it.
