RE: [oic] Specification Analysis Wiki Clean-Up Step 1

I am about to begin repair of the OIC Specification Analysis Wiki Pages.

1. There will be an unusual amount of SVN activity will I get repairs going (e.g., <http://lists.oasis-open.org/archives/oic/200908/msg00020.html>).  I apologize for that.  It will settle down as I become confident that I can batch the repairs into big chunks as I go.

2. My first step is to "lock down" that part of the Wiki by temporarily replacing the page at <http://wiki.oasis-open.org/oic/SpecAnalysis> with a generalized "This portion of the OIC Wiki is Locked Down for Repairs."  

  2.1 If I had a good crime-scene-tape image, I would use it.  I am going to make it a generic page that can be pasted onto the OIC Wiki anywhere we need to do this now or in the future.

  2.2 I will create the lock-down page in the construction folder I have on the OIC SVN and it can be used in any wiki subfolder any time we need it.  Although it can be pasted into pages on the wiki, the SVN pages for that wiki page will not be replaced.  They will be repaired and then moved to the wiki as the repair is accomplished.

  2.3 This will not help anyone who has deep linked into the subfolders of the Specification Analysis, but it will at least provide a warning to those people (all three of them?) who might be looking around here until I am able to clean up.
