state of interop report cd03 published

Hi,


after some "getting something quickly done one a Friday evening" hickups,
the cd03 of the State of Interop Report is available here

As mentioned during the TC conference call, I'll set up a e-ballot in Kavi to see
if we can move this forward for public review.

Now, Cherie mentioned that similar reports (within ISO ? please correct me if
I'm mistaken) have more details about the actual issues encountered.

IMHO this is a good point and this can either be addressed either before (when
there would _not_ be a Full Majority in favor of a Public Review) or after (when
there _would_  be a Full Majority in favor of the Public Review) the Public Review.

As a gentle reminder, please note that Voting Members are allowed to vote
yes, no or abstain (or not to vote at all), and that there is a possibility to add
a comment to your vote.
