A charter clarification vote requires 2/3 of all TC Member eligible  
to vote to vote in favor

Kavi shows percentages of those who voted.

Thus 16 eligible members voted (out of 20).

13 voted in favor which is 13/20 or .65, 65% or one vote short of 2/3.

Kavi shows the percentage of those who voted, or 13/16 which is 81%

It would be nice if Kavi would display more meaningful information  
depending on the type of vote.

"Special Majority Vote" is a TC vote in which at least 2/3 (two  
thirds) of the Voting Members vote " yes" and no more than 1/4 (one  
fourth) of the Voting Members vote "no". These numbers are based on  
the total number of Voting Members, regardless of the number of  
Voting Members present in the meeting.
