RE: [orms] Charter Clarification Ballot

(I was waiting for the meeting minutes to be published for  
Wednesday's call... but i've not seen them arrive yet either to me,  
nor the OASIS TC mail archive)

I believe I heard it indicated that the ballot for charter  
clarifications [1] did not pass.  Was this in fact stated?  If so, I  
am puzzled, for [1] indicates:

	"This vote requires at least 2/3 of all TC voting members to vote in  
the affirmative"

and the ballot results indicate:

	Yes:	16 of 20		81%
  Abstain:		  1 of 20		   5%
	 No:		  3 of 20		15%


(the last time I checked, 66.6% < 81%) :-)

I know there were roster issues which may have influenced this count,  
and perhaps that is the basis for the stated outcome differing from  
the ballot page.  Could clarification be made on this, please?
