New OASIS PLCS DEX Coordination Subcommitee set up.

The new DEX Coordination Subcommittee has now been set up under the TC website.  
The initial membership is Trine Hansen as Chair, with Rob Bodington and Tor Arne 
Irgens, and it is intended that at least all DEX development team leads will be 
subscribed.  All TC members are eligible to join, and help Trine to develop the 
first deliverable - the DEX "cookbook".
