FW: Usage guides accompanying DEX's

Dear Colleagues, as you can see from the messages below the Japanese are
interested in continuing their involvement in PLCS via the OASIS route.
Given the travel and language constraints I doubt they will contribute
actively to DEX development but Masaru Suzuki has provided useful review
comments throughout the AP development and if things go well I would
expect the Japanese to contribute usefully to DEX testing.

On this basis, unless anyone objects by this time next week (15th Jan),
I will send Masaru the information he needs to get read-only access to
dexlib.  PLEASE LET ME KNOW IF YOU DO NOT WANT ME TO DO THIS.
