You are right. The final distribution and archiving of the documents =
should
be done in pdf (there are stronger movements than PLCS which will =
support
that they can be read in the future). Word is however an excellent =
engine
during the revision process.

The main objection to the use of Word is the long term retention of the
data. If the standard is to be used over the long term, and the document
forms part of the standard or supporting information, it should probably =
be
stores as PDF, as there is significant effort being made in the =
archiving
community to ensure that pdf files will be readable long term.

This is a comment on the procedure used by Rob to prepare the ballot

I firmly believe that,=20
   1- Creating the information which should be balloted in DEXlib.=20
   2- Copying it from DEXlib and pasting it into a Word-document.=20
   3- Presenting the document for ballot.=20
should be stated as a standard ballot procedure within the OASIS PLCS =
TC,
because it makes sure that the information exists within DEXlib and =
isn't
lost in a document in the OASIS archive.

The author/"ballot-manager" is of course responsable to correct DEXlib =
later
according to the ballot descision.=20

This procedure should only be used for ballots regarding information =
which
should be inside DEXlib (e.g. not for OASIS PLCS TC organisation =
issues).
