[provision] PSTC: Follow-up to Business Case Paper

I wanted to follow-up and get any comments from the PSTC team on the Business Case Paper recently written.  I did receive comments from Edwin, from Jamcracker, on this and will address them in another paper.  If you have any comments, please email them.  I would like to set a deadline of July 8th for final comments and then we should publish this to the main site for public consumption.
