Duane, The UN/EDIFACT approach has always been to use English as the reference language and then store the alternate language names underneath that. I suggest that is the way here too. If you really want to have two peer-networks then you would have to create two standalone registries and cross-associate between them at equivalence of nodes. Primarily this is because you may get subtle but important differences from locale national traditions and methods. An obvious example is date formats - but standard accounting practices are legally laid down - so a classification based on French accounting practice would be different in the way it structures and prioritizes BIEs. Of course if you are Canadian you are really messed up. To be fair you could randomly assign French or English, or English or French as the primary key...
